    • Unclaimed Prizes: Unclaimed prize money (from 30 to 90 days) remains with the state government, serving as an additional revenue stream.
    • Unsold Tickets: Prizes won by unsold tickets do not constitute taxable lottery winnings for the agent, and the income from these goes to the state.
    • Tax and Regulation
      • GST: State-run lotteries attract a 12% GST, while lotteries authorized by a state but sold outside that state attract 28%.
      • Income Tax on Winnings: Lottery winnings are taxed at a flat rate of 30%, with a 4% health and education cess, making the effective rate 31.2%.
      • TDS: According to Section 194B of the Income Tax Act, 1961, TDS is deducted at 30% for winnings over ₹10,000.
      • Regulation: The Lotteries (Regulation) Act, 1998, governs the operation of these lotteries.
